The below correspondence with Renfrewshire Council was to seek their recognition of Residents Association, with their response indicating this is not possible as they have no statutory role for doing so.

Hello Mike

I’m afraid it would appear that Renfrewshire Council has no statutory role with regard to the formation or registration of Residents’ Associations and I am sorry, but can offer no direct guidance/support in this respect.

Much like Paul’s remit is to support the Council’s tenants’ associations, my remit is to support the establishment and operation of Renfrewshire’s 23 statutory community councils and to provide information about CCs when requested.  I’ll be happy to respond to any enquiry regarding the formation and operation of community councils.

It does look as though your association is a voluntary group and you may wish to contact Engage Renfrewshire which offers a single access point for community action, volunteering and social enterprise.  This agency may be able to assist you further.

Further to my correspondence with Paul McLean, I’m pleased to contact you regarding our new Residents Association in Dargavel Village, in hope of gaining a little more guidance in how we might formalise our organisation.
Noting Paul’s point, I should say that we already have a connection with the Bishopton Community Council, through Alan Brown, who sits as a representative on both committees.  We recognise that the Bishopton Community Council naturally includes Dargavel in its activities, but as a Residents Association, our focus is primarily on factor and landowner (BAE) liaison. Our formation was required by our title deeds, but we are seeking recognition/registration as appropriate, I would be grateful for any advice you can offer; if a phone call is more convenient, please do let me know.  My number is 07810481590.

Thanks you for your correspondence, which has been forwarded to me through our TPS mailbox.  Please accept my apologies for taking so long in replying.

I am afraid to advise the Housing Services within the Council assists and promotes tenant participation within Council owned estates and properties and as such we would not be in a position to set up a Tenants Association in Dargarval village.

However I note from your e mail that you would be keen to establish links to other relevant bodies.  It may be of benefit to your association to establish links with the local Community Council.  I have copied this email in to Anne McNaughton, who works with community Councils in Renfrewshire who would be happy to advise.  Her telephone number is 0141 618 7104.

Just to make you all aware Balfour Beatty will be carrying out remedial works on Barrangary Road (the Southern Access Road) into Dargavel Village South starting today. In order to carry out the works safely a traffic management system including traffic lights will be installed at either side of the Railway Bridge and there will be areas of the road that will be coned off and signalled whilst work is being undertaken. Please be aware of the proposed temporary traffic alterations. The works will assist in the process of getting Barrangary Road adopted by Renfrewshire Council roads department.

I have attached a layout of the works for information. If you have any queries please give me a call.

Hi Mr Gledhill,

After the meeting I checked the Deed and subsequently contacted BAE on the pump stations.  They are now unlikely to propose them as I have noted the intention to reject them –actually, they did not put up a fight so I suspect they knew they were chancing their arm.

  1. I was made aware of the drainage issues and spring by the girls in the sales office (TW) who I keep up to date so that new owners get pertinent information; and vice versa.  We will ensure this is included in the snagging of the area when it is proposed.
  2. I will find out and come back to you on these points.

It is great to have the updated plan from BAE, it is just unfortunate that it did not come a week, or even a day before to allow me time to work through it prior to the meeting.

Good morning Richard,

Just a quick email to say thank you for organising the Residents meeting earlier this week. Hopefully everyone appreciated the need for us all to work together for the efficient running of the development. And the challenges that you face when dealing with BAE systems or at least their development division.

Without exception, everyone was stunned by the early transfer of the pumping stations and we will await further feedback from yourself, once you have more details.

Two quick issues/observations that I would like to raise.

  1. The North Link East: Towards Newton Road entrance there is a significant issue with water drainage which resulted in a landslip last year.

This directly affects us in Plot 43(23 Millbank Circle) as it borders on our property. But there are 6 to 8 other houses that could be effected by flooding along the edge of this strip.

Just above the Newton Road entrance there is a Bourne spring which flows all year. While the surface water flows out onto the road (subject to the road drains being able to take the water), there is also an underground flow. Although this is BAE land, Taylor Wimpey have put in a drain of sorts to try and protect the properties from flooding. Recently TW have done some additional work on our boundary but there is little evidence that it is working. Also as a result of the landslip there is a need to re seed this section of the bank. It may be useful to have a quick site visit as we are currently in the last 4 months of the defects maintenance period and there could be problems with this beyond this period .

  1. Wester Rossland Woodland.

a). Woodland management and safety. While handover of the management burden is not scheduled until Q3 2018. There is a significant amount of remedial arboriculture and woodland management  work to be carried out. How do we know what work BAE are proposing to be carried out and when are they going to reinstate the mainline railway fence which is down in several places.

This is an ideal natural playground and will continue to attract a lot of our younger and probably older residents. It would be good if, through the residents association there could be an input into the proposals prior to handover.

b). The Bowling Club and Vodaphone mast. The Bowling Club is on a licence and there will be some lease with Vodaphone. I suspect that the licence will if anything have a peppercorn rent but the communication mast will attract a reasonable yearly income. Will this income be transferred to you as our factor along with the management burdens? Equally, who will be responsible for the maintenance issues of the Bowling Clubhouse? Is it owned by the club or BAE?
